Historical Description of Regularisation Process
Introduction
The purpose of the Regularisation of Atypical (Hourly Paid Teachers and other Casuals) Workers project was to implement a sufficiently flexible, but corporate-wide approach (or framework) for reviewing employment status and regularising existing atypical workers, and for engaging future atypical workers. The Framework was developed in partnership with campus Trade Unions and with significant input from an Advisory Group of Senior University Managers and Academic Heads, led by Professor Tony Crook, Pro-Vice Chancellor (at that time). The regularisation review process for hourly paid / atypical workers began in 2008, and ran on a departmental basis to establish appropriate future arrangements for pre-existing and established engagements between the University and individuals not currently treated as employees. The following three stage process was applied to review and regularise each individual´s employment status and work activity:
- Stage 1: Determine Employment Status
- Stage 2: Determine Grade/Rate of Pay
- Stage 3: Determine number of Contracted Working Hours
This review was carried out as part of the University's ongoing commitment to providing a fair and equitable employment framework, and to enable departments to efficiently utilise their human resource to deliver teaching commitments within the agreed framework, agreed academic strategy and plan, and financial plan whilst at the same time providing departments with sufficient flexibility to meet fluctuating and unexpected work demands.
