Britain has, like most countries, very strict immigration regulations. If you have formally accepted a place at this University and have the funds (or proof of funds) to support yourself in this country, you should be able to obtain entry clearance without much difficulty.

You cannot start a course at a University until you have a visa that names that University or evidence that you have applied to change your visa for that university.
