Sheffield City Council's research governance requirements ... What research does this apply/not apply to?
Sheffield City Council has introduced research governance procedures, which consist of procedures to apply for 'Council Local Management Approval' and for a 'Council Honorary Contract'.
These research governance procedures APPLY TO University-led research that involves human participants who are identified through the Council’s social care services 'directly with the aid of Council resources' (for example: a researcher accesses participants via Council records and/or with the support of Council employees).
IN THIS SPECIFIC CONTEXT HUMAN PARTICIPANT MEANS: Users of social care services, carers of social care service users, family and friends of social care service users and employees of Sheffield City Council.

In return for obtaining Council local management approval and a Council honorary contract, the researcher receives the support of a Council Link Manager. A Link Manager offers support to the researcher in an unfamiliar setting, facilitates contact with potential participants, assists the researcher to ground their work in local knowledge and practice and supports the feedback of findings into practice'.
THIS RESEARCH GOVERNANCE PROCEDURE DOES NOT APPLY TO: University-led research that identifies participants WITHOUT THE AID OF COUNCIL RESOURCES (for example: a researcher accesses participants via a newspaper advert).
