Julia is the Director of Public Health for Barnsley Metropolitan Borough Council and an honorary senior lecturer in public health at the University of Sheffield. 

After gaining a Psychology degree from the University of Durham, she trained as a nurse at University College Hospital, London, then as a midwife and health visitor in Sheffield.  Prior to specialising in public health, she worked in the NHS as a community nursing manager, while also pursuing an academic interest in law and medical ethics. During this time she was awarded a postgraduate conversion degree in Law, and a masters degree in Law, Medicine and Ethics. She started her higher specialist public health training in 2006, and worked in various locations across South and West Yorkshire. After completing her public health training, she worked in Bradford as a consultant in public health before being appointed as DPH for Barnsley in January 2015.

Julia has enjoyed working with ScHARR since her first honorary appointment with the School in 2007.  She has taught on the Master in Public Health and the MBChB programmes and designed the revision programme for the faculty of Public Health Part A examination.  She worked on NICE evidence reviews as part of the then public health collaborating centre and has subsequently been a member of two NICE committees.  She was a co-applicant on the successful £1.1 million MRC/NIHR 'NOSH' breastfeeding research project and is a member of its project management group.

She has recently become a member of the School of Public Health Advisory Committee, representing the South Yorkshire Directors of Public Health.
