HAR6113: Cost-effectiveness Modelling in International Health Technology Assessment (online)


This module sets out the different uses of modelling in Health Technology Assessment (HTA), together with the main principles and common techniques (including Markov models and individual level simulation). It reviews the international guidance on good practice and develops participants' skills to appraise and commission models for HTA. Learning is based around a core international literature on modelling covering methodological papers and a substantial set of case studies, ensuring learning is grounded in real world examples.

Participants also undertake some simple 'hands-on' model-building and model reviewing in EXCEL to help embed the principles learned.


This module aims to provide participants with an understanding of the uses of modelling in international HTA, to enable them to critically appraise models and to commission and review modelling publications and reports for technology assessment.

Learning outcomes

By the end of the module, a candidate will be able to:

  1. Critically evaluate the key features of commonly-used modelling methods.
  2. Systematically assess the uses of modelling in international HTA, both in terms of the technical uses of models to synthesise evidence for specific decisions, and contextual issues for international acceptability.
  3. Evaluate the pros and cons of modelling methods and the use of evidence in case studies.
  4. Apply cost-effectiveness model evaluation tools and use them to critically appraise cost-effectiveness model reports.
  5. Produce a specification to commission modelling work to inform a health technology assessment.

Teaching Methods

  • On-line materials will introduce core material on the modelling roles and the key features of modelling methods.
  • Case studies and evaluation checklists will develop the participant┬┐s ability in critical appraisal and commissioning.
  • Practical exercises will develop critical appraisal skills.
  • Guided independent study will enhance students' understanding of uses of modelling.


Independent Study (including preparation for assessments) 150 hours.

Critical Appraisal (3,000 words) 100%

The assessment will be a critical appraisal of a cost-effectiveness model report, and discussion of the application of the study method and results to the decision problem, including wider international applicability. In so doing, students will demonstrate their understanding of modelling techniques, their ability to critically interpret results, and their competency in defining the link between the purposes of the model and the specification of its design.

The pass mark is 50%.
