HAR699: Leading and Managing Health Services (online)


This module integrates the principles of managing health care services and leading on rapid changes and advances in regional, national and international contexts. Principles of health management will be demonstrated through case-based teaching, in order to enable students to understand how to solve common management problems. Cases will be used to illustrate the complexity of the operating environment for health systems and health services. Students will be supported in developing critical thinking about the relative effectiveness of different approaches to management by analysing their own health care services within a broader cultural, political and policy context.


The module aims to:

  • Link the basic principles of management and organisational theory to specific challenges and applications within the field of public health and health systems
  • Illustrate how leadership skills can contribute to responsive, efficient and effective health services

Learning Outcomes

By the end of this module students will have developed;

  • A critical understanding of the relevance of different management and organisational theories to the field of health
  • The ability to analyse a range of complex health situations in terms of the challenges posed to management
  • An understanding of the relative effectiveness of different management and leadership styles within different cultures, contexts, and health services
  • The ability to propose feasible solutions to management issues in health systems

Teaching Methods

A mixture of online tutorials, asynchronous moderated discussion groups and other interactive methods will be used to ensure that students from diverse academic backgrounds have a baseline level of understanding of management and organisational theory.

Prior to each session students will be expected to undertake advanced reading and preparation for the session. Online discussions will be encouraged to take place prior to and after the teaching week utilizing the MOLE discussion board in relation to the case studies provided. During the week for each session students will be involved in case and group discussions related to the material as well as interactive lectures. Students are expected to keep reflective diaries to facilitate a balance in terms of the student’s own learning between the dissemination of knowledge and the practical interpretation and utilisation of that knowledge.

This module has been designed specifically for online learning and the teaching methods include guided independent study, facilitated discussions and feedback. Each weekly session involves a variety of learning material, including embedded videos, text and graphics on the screen, and links to external resources. We aim to involve you in a variety of activities – fully engaging in these is key to advancing your learning and successful completion of the assessments.

Business Plan Project 100%

At the end of the module students will submit their business plan project.  The student will choose an area in public health or health systems broadly (it could be in your workplace if you are working in a health care or public health setting) where there is a need for a service or a programme. Explain whether this is a new need - requiring a new service or programme – or whether it is an existing service or programme that needs to be improved. Clearly describe the health needs and justify the need that the service will address.

A business plan outline and an assessment criteria for marking including characteristics of a strong business plan will be provided as a guide when writing your plan.

The pass mark is 50%.
