Equivalent or Lower Qualification (ELQ) students

In September 2007 the government announced that it would begin to phase out funding for UK/EU students studying for a qualification that is equivalent to, or of a lower level, to that which that student already holds.

This has been done because the government wants to focus government funding on students who have not already had any experience of university education and to improve the general skills level of the UK workforce in order to better meet the needs of employers.
