BA (Hons) English and Drama, UCNW Bangor (1978) Postgraduate Certificate in Education (1981): taught drama and communications until 1985. Fully trained Inspector of Taxes (1993). Worked in the Inland Revenue and then HMRC for over twenty years as a tax inspector, a stakeholder and communications manager and finally as the regulatory Impact Assessment programme manager. Took early retirement in 2012.
The relationship between the practice of Better Regulation techniques (principally Impact Assessment but also Administrative Burden reduction and consultation) and tax simplification.
